Evaluating the Benefit of a Smart Scheduler in a Non-Cooperative, Multi-User Heterogeneous Wireless ITS Environment

Heterogeneous wireless networks will play a significant role in providing multiservice connectivity in ITS, and in particular vehicular networks. This paper describes a smart scheduling approach that allows end user nodes to direct packets over the best available wireless access technologies and set priorities for selected services. The performance of this smart scheduler has been simulated in a non-cooperative multi user environment and the results show that, for the prioritised services, the scheduler can provide a lower average packet delay and a higher average packet delivery ratio for all users than a wireless system that selects on signal strength alone.

Self-optimization of coverage and capacity based on a fuzzy neural network with cooperative reinforcement learning

…proach, a central control mechanism enables cooperation-based learning by allowing distributed SON e…f learning method. Specifically, SON entities use cooperative Q-learning and reinforced back-propagation method to acquire and adjust their optimization experience. To evaluate the coverage and capacity performance of RL-FNN, we analyze cell-edge performance and cell-center performance indicators jointly across neighboring cells and specifically consider the difference in load distribution in a given region. The simulation results show that RL-FNN performs significantly better than the best fixed configuration proposed in the literature. Furthermore, this is achieved with significantly lower energy consumption. Finally, since each self-optimization round completes in less than a minute, RL-FNN can meet the need of practical applications of self-optimization in a dynamic environment.

When ‘I’ becomes ‘We’: An ethnographic study of power and responsibility in a large food retail cooperative

Based on ethnographic research of a large food retail cooperative in New York (the Co-op), this paper raises the research question of whether organizations can cultivate an ethic of responsibility to others and, if so, how this can be secured in everyday working practices? It draws principally on the work of Foucault and especially his later writings on the care of the self and ethics but seeks to link these deliberations to Levinas in identifying responsibility to the Other as prior to identity. Indeed, one message that we seek to convey is that attachments to identities are frequently a stumbling block for developing ethically responsible relations and organizations and this may necessitate some normative control. While recognizing that normative control can easily become oppressive and there were occasional signs of this where staff were watching one another and demanding compliance, our research provides a platform for exploring conversations about alternative forms of organization.
